Clipboard interception rewritten

Version 7.1.3 replaces the clipboard watcher and stops the scheduler waking a sleeping machine twice.

The old clipboard watcher polled. The new one subscribes, which means it notices a copied link immediately and costs nothing while you are not copying anything.

The scheduler had a long-standing bug where a machine woken for a queue could be woken a second time by the same task. It is fixed.
